Public Offer Agreement for "UnBlock VPN" Services

1.1. This user agreement (hereinafter referred to as the "Agreement") governs the relationship between the "UnBlock VPN" service (hereinafter referred to as the "Provider") and any legally capable individual or legal entity (hereinafter referred to as the "User").

1.2. Unconditional acceptance of the offer is considered to be the continued use of the service by the User. From the moment of acceptance, this Agreement is considered concluded.

1.3. The Provider provides a VPN access service (hereinafter referred to as the "Service") using the VLESS encryption protocol to protect traffic and bypass network restrictions, except in cases explicitly prohibited by Section 3 of this Agreement.

3.1. User

3.1.1. The User is obliged to use the Service without violating the legislation of the Russian Federation and the User's local legislation.

3.1.2. The User is obliged not to use the Service for illegal activities, including the distribution of malicious software, hacking computer systems, and other actions that violate the rights of third parties.

3.1.3. The User is prohibited from using additional accounts (twinks, bots) for purposes including, but not limited to, "boosting" referrals, referral balance, reselling, or trial Subscriptions.

3.1.4. The User is obliged not to use torrent protocols or any other similar protocols when using the Service.

3.1.5. The User has the right to receive paid services in accordance with the tariffs and conditions specified in the Telegram bot.

3.1.6. The User has the right to know the reason for denial of service provision by contacting the support service — Section 13 of this Agreement.

3.2. Provider

3.2.1. The Provider undertakes to provide access to the Service in accordance with the terms of this Agreement.

3.2.2. The Provider is not responsible for failures in the operation of intermediary services that may lead to a decrease in internet connection speed when using the Service.

3.2.3. The Provider has the right to change the terms and prices of tariffs unilaterally, after notifying the User in advance.

3.2.4. The Provider has the right to restrict the User's access to the Service without prior notice for any reason, including, but not limited to, violation of this Agreement, or if such User's actions may cause actual or potential harm to the Service.

3.2.5. The Provider has the right, in the presence of restricted access to the Service, or upon suspicion of violation of this Agreement, or upon suspicion of violation of the Russian Federation Law "On Combating the Legalization (Laundering) of Proceeds from Crime and Financing of Terrorism" dated August 7, 2001 No. 115-FZ, to refuse the User payments under the referral program.

4.1. The Provider is not responsible for any losses or damages incurred by the User in connection with the use of the Service.

4.2. The Provider is not responsible for the content of internet traffic transmitted through the Service by Users.

4.3. The User independently bears full responsibility for any actions performed using the Service and undertakes to compensate the Provider for losses caused as a result of such actions.

5.1. Current tariffs:

*Prices converted at current exchange rate (1 USD ≈ 81.13 RUB)

5.2. Payment methods:

• YooMoney gateway (Russian bank cards, SBP, SberPay);
• Crypto Bot cryptocurrency gateway, also @send in Telegram (USDT, TRX, TON, ETH, BTC and others).

5.3. Refunds are possible according to Section 7 of this Agreement.

5.4. A cash receipt (electronic, in accordance with Federal Law No. 54) is generated and provided to the User upon request through the support service — Section 13 of this Agreement.

6.1. The Provider strives to provide access to the Service 24 hours a day, 7 days a week; interruptions related to technical maintenance and circumstances on the part of intermediary services are possible.

6.2. The Provider does not guarantee maximum speed at Locations due to different intermediary services and different bandwidth, as well as due to the User's software and/or hardware.

6.3. The Provider does not guarantee the performance of additional functions, such as the "White List" for the User.

6.4. In case of Service unavailability for more than 24 hours in a row, the user has the right to demand a recalculation or full refund of payment for the period of downtime.

6.5. To obtain a refund, it is necessary to contact the support service (Section 13 of this Agreement) within 7 days after the incident. If the problem is not resolved, the Provider will refund the payment for the period of unavailability.

7.1. The User has the right to a full refund within 3 days from the date of payment, regardless of the reason; the refund is made in full no later than 7 business days from the date of request approval.

7.2. After the expiration of 3 days, the Service has the right to refuse a refund without explanation.

7.3. When making a payment to purchase a Subscription, the User's bank account may be linked to the system for conducting regular (recurring) payments.

7.4. The User has the right to cancel the Subscription auto-renewal at any time. To do this, it is necessary to go to the "Subscriptions" section from the main menu of the Telegram bot, then click the "Manage subscription" button, then select the active subscription, and then click the "Cancel subscription" button.

7.5. In the event of funds being debited through a regular (recurring) payment, the User has the right to a refund within 1 day from the date of debit. To do this, it is necessary to contact the support service — Section 13 of this Agreement.

8.1. The Provider stores technical data (connection/disconnection fact, Keys, Subscriptions, Unified VPN Link) for up to 12 months in the manner prescribed by Federal Law No. 152. Traffic content is not stored.

8.2. The transfer of information to authorized state bodies is carried out strictly in the volume provided for by the legislation of the Russian Federation.

9.1. The processing of Personal Data is carried out in accordance with the general Personal Data Processing Policy and Federal Law No. 152.

9.2. Acceptance of this offer includes the User's consent to the processing of Personal Data.

10.1. In the event of disputes, the parties undertake to resolve them through negotiations. If no agreement is reached, disputes are subject to judicial review in accordance with the legislation of the Russian Federation.

11.1. The parties are not responsible for non-fulfillment of obligations under this Agreement in the event of force majeure circumstances, such as natural disasters, wars, acts of terrorism, decisions of state authorities, blockages, or other circumstances beyond the control of the parties.

12.1. This Agreement governs the terms of use of paid tariffs in the Service.

12.2. This Agreement comes into force immediately after the User begins using the Service.

12.3. The Provider reserves the right, at its discretion, to update the terms and sections of this Agreement for various reasons, including to comply with legal requirements or reflect changes. By continuing to use the Service after notification of a new edition, you are deemed to have agreed to such changes and accepted them. If you do not agree with the Agreement or with any of its changes, your means of expressing your disagreement with them will be complete cessation of using the Service.

12.4. A new edition of this Agreement is published in the Service immediately after changes are made.

12.5. This Agreement is drawn up in Russian and is the main document governing the terms of use of the Service.
